Start with the observable act

“Improve stakeholder management” names a concern, not yet a measure. Ask what action should occur, for whom, how often and what record will show completion. The answer might involve meeting notes, delivery dates or agreed escalation points.

Identify the baseline

A target needs a starting point. Ask which period and examples informed the concern, and whether role scope, workload or dependencies changed during that period. This is not about rejecting feedback; it establishes what comparison is being made.

Locate control and dependency

Some outcomes rely on approval, staffing, systems or other teams. Record what you control directly and what requires another person’s action. A credible plan should recognise that distinction.

Fix the review rhythm

Clarify who reviews progress, what evidence will be considered and whether there is an opportunity to correct misunderstandings between formal milestones.
